UK, trans, passports, -

Here we go again! The UK gov't intends to out trans people applying for a new passport.

"In a response to an initiative to prevent registered sex offenders hiding their new identities, the Home Office stated '.. we intend to also amend our existing Home Office guidance so that only enrolled deed polls (through the Royal Courts of Justice) are accepted as a proof of name change.'"

"Enrolling a deed poll is an arcane process that results in the address, previous name and new name of the applicant being published in The Gazette (the official public record) This means that if a transgender person wishes to change their name on their passport or driving licence or other government issued documentation, they will need to put their gender status and address in the public record.

Transgender people will thus have a Hobson’s choice: they either keep their driving licence and passport in their old name and out themselves whenever they use it or they out themselves permanently."

"At the moment this shocking proposal is at an early stage and we have seen that if a sufficiently loud fuss is made the government will listen. Write to your MP! Write newspaper articles! Post about this on social media! Don’t let the government remove people’s rights by stealth."

@porsupah What the fuck is this bullshit, why is the world so damn against trans people?

UK, trans, passports, -

@LiziPancake The Tories need a new scapegoat, and the UK media's quite comfy with platforming bigots.

*People*, by and large, seem much more chill, at least.

Thankfully, this proposal /is/ just something they're intending - it's at an early enough stage they can yet be reminded they don't need to bring such a change about uniformly. Hopefully organisations like Stonewall will pick up on this and ensure such an enrollment requirement doesn't come about.

@porsupah @LiziPancake Vic Parsons has been tagged on Twitter about it, so it might show up on Pink News shortly.

@porsupah The Safeguarding Alliance - who are driving this - look kind of odd, tbh. Not in a TERF or evangelical way, but... they’ve only been going for two years and their other office is in Saudi Arabia?

UK, trans, passports, -

@ghost_bird Oh, good catch! That seems worth looking into - that newness, influence, and apparent roots does seem hinky.

UK, trans, passports, -

@porsupah Someone on Twitter was saying “safeguarding” is a word TERFs like to use, so I went looking. I don’t imagine either feminists or evangelicals would be working with the Saudis, though... could be the hobby of a rich boy who wants to “make a difference”?

UK, trans, passports, -

@ghost_bird Stranger things have happened - thinking of the lawyer in Bell v Tavistock, whose main love is going after abortion, with funding having US evangelical links.

UK, trans, passports, -

@porsupah Yeah, the LGB Alliance, Transgender Trend, and Woman’s Place UK are all the same alliance of terfs and US evangelicals as far as I know. But this looks a little different, if still hinky.

@porsupah @ghost_bird

I think that terfs appropriated 'safeguarding' rather than inventing it. I've heard it used as a real term used by people in caring roles with contact with children and vulnerable people and organisations surrounding that.

The abortion/terf link of the lawyer is not at all surprising. If he also persecutes sex workers and drug addicts, he'll hit the... whatever one more than trifecta is....

I wonder what the word 'safeguarding' means in Saudi, though?

re: UK, trans, passports, -

@porsupah Given that they publish your address and all, this goes beyond outing yourself and straight into doxing yourself.

re: UK, trans, passports, -

@maeve Yep! It's an obnoxious system. Really hope the likes of Stonewall and Gendered Intelligence get wind of this, and nip such plans in the bud.

UK, trans, passports, -

@porsupah This would also affect people changing name to escape abuse and domestic violence.

Surely they could just add the new name to the sex offenders register, and leave everyone else alone. Anything else proves that this is not just about sex offenders.

UK, trans, passports, -

@loveisanalogue Indeed! That's what I thinking - it seems complete overkill to require an enrolled deed poll for all reasons, when just making an exception for those on the register would suffice.

Hopefully these plans /will/ be modified to ensure they don't affect a lot more people than ostensibly intended.

UK, trans, passports, -

@porsupah this directly screws me. my first deed poll was enrolled, but my second one wasn't... and i can't see any way to change that simply or cheaply, because i'd need to establish continuity with both my current name and the previous, enrolled variant (and my birth name too, which i've been unable to change in some places because of bureaucratic bullshit)

moreover, as goes the government, so will go lots of other organisations who buy into their bullshit... i could quite quickly end up marooned, unable to even move house or open a bank account

UK, trans, passports, -

@thamesynne Would that matter? Mine was just a printout from a free deed poll generator site, and that sufficed for everything, no link other than the deed poll itself. A passport would help, being widely regarded as authoritative, not to mention useful in leaving the UK behind at some possible future point.

UK, trans, passports, -

@porsupah without a passport, you need to prove continuity of identity from birth to the present (as i discovered in 2016, when i moved house) - so i'm assuming the same would be true when applying for a passport

and if only enrolled deed polls are recognised, then *any* link in that chain which isn't enrolled may become problematic - and in a way not catered for by even those online deed poll companies that do enrol your deed polls

on the other hand, it may be that my best course of action is to go and get an emergency passport as soon as i can (after lockdown :-( ) and hope the government hasn't stitched us all up before that

UK, trans, passports, -

@thamesynne That’s the key - get it now, before they pull any such enrollment shit. It’s (normally) quite a rapid process - mine took about a week, with no special processing, though it wasn’t my first passport. The guidance (general & for trans) is quite good, if a little odd when it comes to the forms of evidence required. I think paper photos may be required for such an application, but that may’ve changed - most, IIRC, can now supply a photo online.
